
Procurement Advice Specific to Service

The provider should be familiar with the national conditions of service for the following groups and should understand the framework of local conditions which have similar effect.

Service Standard
The provider should be familiar with Education Leeds’ human resources strategy, policies, procedures, frameworks and the Personnel Handbook.
The provider is expected to liaise with Education Leeds on operational matters and strategic issues as agreed at regular intervals.
The provider is expected to ensure that the schools are able to discharge their responsibilities as good employers.
The provider must be capable of providing Education Leeds with staffing data to comply with all statutory requirements, such as DfES survey 618G and other data as agreed by all schools.
Scope of Services
The following list of services that the provider might be expected to undertake is representative rather than exhaustive:

advice, guidance and support on the recruitment, selection and appointment and retention of staff, including specific support for Headteacher recruitment process. Best value advertising service including internal vacancy bulletins.

advice on the benefits and strategies for creating a diverse workforce.

attendance management, including collection of key data; advice on sickness management and staff well-being; pre employment medical screening for teachers; liaison with occupational health services to support management decision making and ensuring compliance with the DDA; advice guidance and support on reasonable adjustments and health capability dismissals .

advice on contracts of employment

advice, guidance and support on grievance, harassment cases and whistle-blowing

advice and guidance on maternity and parental leave rights, equal opportunities and flexible working.

advice, guidance and support on disciplinary matters

advice, guidance and support on the management of performance including capability procedures · advice, guidance and support on termination of employment, including dismissal and redundancy in consultation with Education Leeds representative.

advice and guidance on employment legislation and related issues. · advice on the design, operation and development of performance management schemes for all occupational groups.

advice, guidance and support on resolution of differences between employees and managers, with or without trade union involvement and, at the request of the head teacher or governing body, preparation and presentation of cases to internal hearings (for adjudication or appeal) and to employment tribunals.

advice, guidance and support on consultation and negotiation with trade union representatives and on employee communications.

advice on school pay policies, including determination of appropriate levels of remuneration, based on job evaluation as appropriate in accordance with school policies, guidelines and the law, eg. equal pay, wages deductions.

advice on interpretation of contractual conditions of service including leave of absence, contractual or non-contractual benefits, pensions administration, etc.

advice on implementation of Education Leeds policy concerning the protection of children generally. Intervene, taking a proactive role where necessary, on individual cases ensuring that Education Leeds representative is aware of all stages of the case, of all action taken and that all follow-up actions are carried through.

an up to date copy of all advice and guidance, policies and procedures including those contained in the Personnel Handbook

negotiation of settlements, including mutually agreed terminations and compromise agreements, in consultation with Education Leeds’ representative.
The school, or provider on behalf of the school, must maintain a minimum data set on employees. A recommended data set is available from Education Leeds. The accuracy of the information should be checked on a regular basis and abide by the Data Protection Acts and Education Leeds Data Protection principles, dealing with any subject access requests.
