Payroll Services

  1. Purpose of the service

    • Payroll Services uses the latest technology in SAP software to run the Council's payroll service with approximately 40,000 records on the system paying on average 36,000 employees per month.  For each employee a fully integrated personnel and payroll record is held on SAP enabling comprehensive reporting from top level organisational reporting to employee level.

    • Payroll Services provide the following services to schools provides the following services to schools that subscribe to the Service Level Agreement are are included in the basic charge.  Payment will be guaranteed for employees provided the relevant accurate information is received from schools on the correct Payroll form and by the due date.

      The following services will be provided and managed by Leeds City Council staff based in the Business Support Centre at Belgrave House;
       

      • Payroll Processing

      • Payroll Reconciliation of Income Tax and National Insurance

      • Payments to Third Parties

      • Statutory returns i.e. Inland Revenue Tax Returns

      • Payslip Printing

      • Management of the Payroll Service

      • Customer Support

      • Expertise on SAP

      • Configuration/Upgrades to SAP

      • SAP Training (Manager's Desktop/Administrator's Direct Input (ADI)/Reporting)

      • SAP Development (Manager's Desktop/ADI/Employee Self Service etc)

      • Maintenance of the SAP Organisational Structure.

      The services will be delivered by experienced and suitably trained staff who will;
       

      • have experience of school based conditions of service and pay protocols,

      • advise where an error occurs and correct the error promptly,

      • use of telephone and email to provide support,

      • notify PACE/Schools of any relevant deadlines for receipt of data,

      • produce regular bulletins to keep schools informed of both legislative payroll changes up to date news/developments from the EAS,

      • provide training and support in the use of Manager's Desktop and Administrator's Direct Input,

      • facilitate and support and communication activities.

  3. Pricing Structure

    • The School will be notified of any increase in charges.  Any increase will be limited to changes to the Retail Price Index (RPI) or the local Government Pay Award (whichever is the greater) and costs associated with System (SAP) development.  The requisite period of notice is detailed earlier in this agreement.

      Service at Extra Cost
      Additional work outside of this Service Level Agreement will be subject to a standard charge of £45.00 per hour.  Such additional charges to be agreed with the purchaser prior to the commencement of any work.

      As evidence of Payroll Services continued commitment to the use of MDT and ADI in schools, we waive all charges for initial and refresher training for the term of this agreement.

      Payroll Services will no longer charge schools £50.00 in respect of emergency payments generated at the request of the school.
